Southwest State President Signs Historic Law to Safeguard Humanitarian Assistance

Baidoa, Somalia – February 10, 2025- In a landmark move aimed at ensuring the effective delivery of aid to vulnerable populations, President Abdiaziz Hassan Mohamed, popularly known as Laftagaren, signed into law the Safeguarding of Humanitarian Assistance Bill. The signing ceremony, held in Baidoa, was attended by Southwest State cabinet members, United Nations representatives, and humanitarian partners operating in the region.

The event was graced by George Conway, the Deputy Special Representative of the UN Secretary-General and UN Resident Coordinator, who lauded the initiative as a significant step toward strengthening humanitarian efforts in Southwest State. The law, proposed by the Ministry of Humanitarian Affairs and unanimously approved by the State Cabinet and Parliament, is designed to prevent the diversion of aid and ensure that assistance reaches its intended beneficiaries—the most vulnerable and needy populations.

A Historic Moment for Humanitarian Efforts

The signing of the law has been hailed as a historic milestone by UN agencies and non-governmental organizations (NGOs) operating in the region. Humanitarian partners expressed optimism that the legislation will enhance transparency, accountability, and the overall effectiveness of aid delivery in Southwest State.

“This law marks a turning point in our efforts to ensure that humanitarian assistance is used solely for its intended purpose,” said a representative from a leading NGO. “It sends a strong message that diversion of aid will not be tolerated.”

Challenges Ahead: Enforcement and Implementation

While the law has been widely celebrated, questions remain about its enforcement. Critics have raised concerns about whether Southwest State’s law enforcement authorities will be able to effectively implement and uphold the provisions of the legislation.

“The success of this law will depend on its enforcement,” said a local humanitarian worker. “Without proper implementation, it risks becoming just another document.”

President Laftagaren, however, expressed confidence in the State’s ability to enforce the law, emphasizing the government’s commitment to transparency and accountability in humanitarian operations.

A Step Toward Rebuilding Trust

The signing of the Safeguarding of Humanitarian Assistance Law comes at a critical time for Southwest State, which continues to face significant humanitarian challenges, including food insecurity, displacement, and the lingering effects of conflict. By addressing the issue of aid diversion, the law aims to rebuild trust among international donors and ensure that resources are used effectively to support those in need.

As Southwest State takes this bold step forward, the international community will be watching closely to see how the law is implemented and whether it can serve as a model for other regions grappling with similar challenges.

For now, the people of Southwest State and their humanitarian partners remain hopeful that this legislation will pave the way for a brighter, more secure future.
